The pathway to becoming a licensed dentist in the United States is undergoing a significant transformation. In a landmark move, the American Dental Association (ADA) and the American Board of Dental Examiners have formalized an agreement to integrate a new, modern assessment model into the dental licensure process.
This change is not merely procedural—it represents a shift toward competency-based, real-world clinical evaluation.

What Is Changing?
Under this agreement, the Dental Licensure Objective Structured Clinical Examination (DLOSCE) will be incorporated into the ADEX Dental Examination by August 1, 2026.
- The DLOSCE will no longer be offered as a standalone exam
- Existing OSCE formats under ADEX will be phased out
- All candidates will undergo a combined, integrated assessment model
Why This Matters: Beyond Traditional Testing
Dental licensure has emphasized technical proficiency and procedural skills. While essential, these components alone do not fully reflect the complexity of modern dental practice.
The inclusion of DLOSCE introduces:
- Scenario-based clinical reasoning
- Patient-centered decision-making
- Use of digital tools such as images and 3D simulations
This reflects a broader shift toward evaluating a candidate’s readiness for independent clinical practice, rather than isolated technical performance.
A Step Toward Licensure Portability
One of the most impactful aspects of this reform is the enhancement of licensure portability.
- The ADEX examination is accepted in 48 U.S. states and multiple jurisdictions
- A unified examination structure reduces redundancy
- Candidates may experience greater mobility across regions
This is particularly relevant in a globalized workforce, where flexibility and standardization are increasingly valued.
Key Timeline
- August 1, 2026: DLOSCE fully integrated into ADEX
- Post-August 2026: Standalone DLOSCE discontinued for new candidates
- October 9, 2026: Complete cessation of standalone DLOSCE administrations
The Bigger Picture
According to leadership from the ADA, this initiative is part of a long-term vision to:
- Modernize licensure frameworks
- Enhance public protection
- Support a more agile and competent dental workforce
